PETRONAS Chemicals Group Berhad (PCG) signed a Memorandum of Understanding (MoU) with KDEB Waste Management (KDEBWM) and One Biosys Sdn Bhd to supply plastic waste from landfills and explore the development of waste-segregation facilities across Malaysia.
Under the MoU, KDEBWM and One Biosys will supply plastic waste — including polyethylene (PE), polypropylene (PP), and polyethylene terephthalate (PET) — to PCG for use in producing circular products for food packaging, healthcare, household, and industrial applications. The agreement also covers a joint feasibility study to evaluate the commercial viability of establishing waste-segregation facilities in Malaysia, ensuring effective separation and recovery of plastic waste.
Signing on behalf of PCG was Ir. Mohd Yusri Mohamed Yusof, Managing Director / Chief Executive Officer. Haji Ramli Mohd Tahir, Managing Director of KDEBWM, and Albert Tan, Director of One Biosys Sdn Bhd, represented their respective organisations.

Strengthening Malaysia’s Circular Economy
Commenting on the partnership, Ir. Mohd Yusri said:
“We look forward to our partnership with KDEBWM and One Biosys. The transition to a circular economy requires new solutions to address the gaps in the plastic value chain – from better waste management to improving the economic viability of recycling solutions. This partnership is our next step towards realising our aspiration to be a solutions partner in addressing plastics pollution in Malaysia, following our earlier collaboration with Plastic Energy Ltd in 2019 to establish a facility that converts contaminated, low-quality, mixed plastic waste into #pyrolysis oil. With this MoU, we can accelerate our initiatives towards a circular economy, ensuring sustainable consumption and production of plastics.”
Haji Ramli Mohd Tahir, Managing Director of KDEBWM, added:
“KDEBWM is always open to partnerships that contribute sustainably to the economy and the environment. We are proud to collaborate with PCG, a subsidiary of PETRONAS, in an initiative that will mark a significant milestone for Malaysia’s circular economy.”
One Biosys – Eco-Engineering for Greener Futures
One Biosys Sdn Bhd, a Malaysian eco-environment company, specialises in material recovery and ecosystem engineering through microbiology and nanotechnology systems. Its advanced technology enables the separation of heterogeneous organic residues and effluents – from landfill waste, agricultural residues, leachate, and biosolids — into valuable by-products such as organic minerals for agriculture and dry mixed recyclables.
At the time of signing, Albert Tan, Director of One Biosys – who is also the Managing Director and Technology Partner of Regen Kuala Lumpur – emphasised the company’s ongoing mission to advance sustainable innovation:
“One Biosys is very pleased to partner with PCG in creating a healthier environment and driving the collective goal of Greening the Future. We hope this collaboration will inspire more industry partnerships in total municipal-waste management through innovative and sustainable solutions.”
KDEBWM — Trusted Waste Management for Selangor
KDEB Waste Management Sdn Bhd is a wholly-owned subsidiary of Menteri Besar Selangor Incorporated (MBI), tasked with managing domestic waste collection, public cleansing, and bulky-waste services for industrial, commercial, and institutional premises across Selangor. The company also oversees the cleaning of public parks and open spaces across 12 municipalities in the state.
A Partnership for Progress
Together, PCG, KDEBWM, and One Biosys represent a unified effort toward building a resilient, sustainable, and circular plastics economy for Malaysia — transforming waste challenges into opportunities for innovation, recovery, and long-term environmental stewardship.
This collaboration reflects PCG’s commitment to advancing the nation’s circular economy while highlighting One Biosys’ technological expertise in eco-system engineering and sustainable resource transformation.
